Paperclip: Run a "Company" of AI Agents With Org Charts, Budgets, and Governance
"If OpenClaw is an employee, Paperclip is the company." It's the management layer for agents doing real work.
What it does
Paperclip looks like a task manager. Underneath, it adds an org model for agents:
- Bring your own agent. Adapters for OpenClaw, Claude Code, Codex, Cursor (including Cloud), Gemini CLI, OpenCode, Hermes, and others. The README's line: "If it can receive a heartbeat, it's hired."
- Goal alignment. Tasks link to company goals, so agents get the reason behind their work.
- Heartbeats. Agents wake up for assigned work, follow-ups, or schedules. Delegation flows up and down an org chart that mixes humans and agents.
- Cost control. Company, agent, and project budgets, with threshold alerts and automatic pause at limits.
- Governance. Approvals and review gates, roles and permissions, scoped secrets, and auditable routines.
The README organizes all of this into four pillars: an agentic task manager, an org chart for agents, agent "employee" training (skills, evals, reviews), and an agentic OS (cross-provider runtime, sandboxing, MCP, SSO/RBAC). A hosted cloud version is on a waitlist. The open-source project is MIT.
Who it's for
Founders and teams running several long-lived agents who need to know who is doing what, at what cost, and with whose approval. It's also for platform teams that need RBAC and spend controls before they let agents loose.

How it differs from similar projects
The README states what it is not: not an agent framework (it doesn't tell you how to build agents), not a prompt manager, and not just a workflow builder. Compared with CrewAI/LangGraph-style frameworks, it sits one layer up and manages already-built agents as staff. Compared with T3 Code (#02), which is a control surface for driving individual coding sessions, Paperclip is about organizational structure: goals, budgets, approvals. Budget enforcement depends on the spend that agents and providers report, so verify it against your provider bills.
